That's the fact. RVSM is the reason for 2000ft. Perhaps when all involved aircraft are RVSM approved, seperation may be reduced to 1000ft. You're right about German Military Aircraft are not RVSM approved. Allthough the CL604, A310 are, they are flying for the "Ministry of Defence" from EDDK and EDDT. The CL604 is used for VIP transports and the A310 mainly for Troup transports.
