On behalf of the Founders and members of the Executive Committee, the VATSIM Board of Governors is pleased to announce the official release of the Global Ratings Policy, version 2 more commonly known as GRP2.

GRP was introduced 1 Jan 2008 and during 2009 underwent a complete review by VATSIM Executive Committee. Some components of GRP2, such as the re introduction of the S2 Controller rating and ATC Competencies, were progressively introduced during the 3rd Quarter of 2009.

The revised policy will come into effect on 0001z, January 1st, 2010.

The major components of the GRP2 are:
  • VATSIM Controller Global Ratings
  • ATC Competencies
  • ATC Assessment
  • Graduated Controller Ratings
  • Local Rules
  • Designated Airspace

Appendix A lists the current competencies for all Controller positions.
Appendix B details the authorized VATSIM Designated Airspace.
Appendix C lists the amendment history for the policy.

On behalf of the VATSIM Founders, Board Governors and Executive Committee I am pleased to announce that the VATSIM Broadcast Message policy has been formally approved, and released for general operational use by the Board of Governors.

The policy comes into effect immediately.


In summary, the policy provides VATSIM Supervisors the required guidance make consistent and fair decisions in the use of the broadcast message system.

The policy allows broadcast messages for:
a) Notice of changes in server status.
b) Notice of changes in network conditions.
c) Notice of ATC live exams commencing.[/B]

Fly-in type events should continue to be advertised via the website and do not forget to sign up to the news and events RSS feed that has been set up on the new website.

The Board of Governors is soliciting applications for the position of Vice President, Virtual Airlines and Special Operations (VATGOV9).

The position is responsible for building and maintaining VATSIM�s partnerships with virtual airlines and with special operations (defined as military, paramilitary and civilian government flight organizations). Uses analysis and feedback to identify and implement new services for both virtual airlines and special operations. This Governor is also responsible for monitoring web sites and web links to ensure compliance with VATSIM affiliation rules and guidelines.

Additional duties:

- Serves as the liaison between the Board of Governors and virtual airlines/special operations flight organizations for operations conducted on VATSIM.

- Establishes guidelines, provides timely review of applications and monitors for adherence to VATSIM rules and regulations.

- Leads a team of volunteers consisting of a VA and an SOA Program Managers and 2-4 VA Audit/Project Managers; directly supports their work. Required to motivate and train, hire and develop for doing regular VA audits as well as leading projects within the VA/SOA office.

- With CMS access, to update and add content to the VATSIM web site for VA and SOA related information.

- Work effectively within a virtual organization to leverage talent in other departments and areas of VATSIM to implement new ideas and services.

- Monitor the VATSIM forums, TTS ticket system, and email to help pilots and VAs requesting help or information, and act as a point of contact for these communities to help them directly or to get their need to another area of VATSIM that can solve their problem quickly.

- As a member of the BoG, able to meet quarterly on Teamspeak for BoG voice meetings. Able to respond through email and forum posts to add to discussions on policy and procedure within VATSIM as a whole and take and meet deadlines to accomplish the work of the BoG toward those policies and procedures. Support
other VATSIM leaders at all levels to build capabilities and solve problems as well as help develop future VATSIM leaders.

- Able to dedicate between 10 and 20 hours per week to completing the duties described above.

VATSIM Europe Regional Director

It is with great regret that the Board of Governors reports that
Kyprianos Biris is retiring from his position as VATEUR1. Kyp
has supported VATSIM for over 10 years, dedicating literally
countless hours of his time and talent to making this a better
network. A large part of VATSIM's success, not only in Europe
but around the world, is due to his efforts and we thank him for
his contributions to the network and the online flight simulation
hobby. It is our sincerest hope that, while Kyp is retiring from
a staff position at VATSIM, he will have more time to enjoy this
hobby and we will see him winging his way through the virtual
skies!

While he leaves truly big shoes to fill, the Board of Governors
is now faced with the task of selecting a new Regional Director
and is soliciting applications for the VATEUR position, a full
voting member of the Executive Committee (EC).

The Regional Director reviews, monitors, updates, develops, and
implements policies for the European region. He/she interacts
with the Board of Governors, Executive Committee, and/or Division
Directors as needed to accomplish these tasks.

The successful candidate will have significant experience (both
VATSIM and real world) in building and leading teams as well as
extensive experience with the VATSIM network as both a pilot and
controller. Additionally, candidates should have a good working
knowledge of VATSIM structure and personnel and be able to
dedicate 5-10 hours per week (approximately 1 hour per day) to
various administrative tasks associated with VATSIM. Fluency in
English is required.

VATSIM Europe Region Announces the vacancy for Europe Division Director Position (VATEUD1).

Note: Do not confuse it with the vacancy for Europe Region director (VATEUR1) announced today by BoG via email NOTAM.

Applications should be sent to the VATEUR & VATEUD committee that will appoint next Division Director in the following three emails:
director(at)vateur.org; deputy(at)vateur.org; vateud1(at)vateud.net

PREREQUISITES:
The application should include an on VATSIM and off VATSIM CV and member's VATSIM ID number, name, email etc.

Applicants should at least:
a) have some past experience in dealings with Division staff duties and/or VACC staff duties from Europe Division
b) hold at least a C1 ATC rating (CTR Controller)
c) be a member in good standing of VATEUD division with a clean VATSIM record

Applicants must be capable of committing significant free time into this position, 2 to 3 hours a day is not uncommon. Interested persons need to be able to communicate and set clear visions and targets and see these implemented and followed up throughout the division.

The role reports to the Region Director for Europe and is accountable for the sustainable growth of the division, achieved through retention of members (new and existing), training, development and progression of both pilots and controllers as well as maintaining an active community base through communications, marketing and events. Divisional policy should be maintained and reviewed to facilitate this.

This is a high profile position and ideally we are looking for long term commitment 2 to 3 years as a minimum.

Open position: vACC Support Manager

VATEUD seeks a new vACC Support Manager to fill the current vacancy on that position. vACC Support is part of the VATEUD Training Department and offers support to any vACC of the division where required. The main task of vACC Support is to help newly formed vACCs to develop their initial organizational structure and attract new members despite of naturally limited resources.


Duties:
• Oversee the development of small and unofficial (= not yet existing) vACCs as well as vACCs currently being under the VATEUD Open Skies program.
• Organize the deployment of resources, personnel and infrastructure from VATEUD to supported vACCs.
• Assist in training matters where necessary.
• Work closely with the Assistant Training Director (VATEUD 12)


Requirements:
• Must be 18 years of age or more and preferably possess a minimum of 24 months VATSIM membership
• A member in good standing within a VATEUD vACC, vACC staff experience would be a plus
• Good level of English, other European languages advantageous
• Expected to be able to commit approx. 3 hours per week to the tasks at hand.
• Experience in ATC training, preferably documented by the INS rating.

VATSIM is seeking expressions of interest from suitably experienced members to join in the VATSIM Web Services Development Team.

The role of the team will be to provide support to the VP WEB Services - Christoph Neukirch and may involve all aspects of the web services including the design, implementation and ongoing maintenance of the VATSIM website including internal webpages and database systems.


The requirements:

• Comprehensive understanding of Web strategies, technologies, protocols, various Internet programming languages, analytics and trends, application development methodologies, database development/administration, and data privacy practices and laws.

• Demonstrated experience and competency in the following: HTML, CSS, SSL, XML, CMS, PHP, MySQL, linux/unix, apache, database applications, JavaScript, graphic design, CMS and security (authentication and authorization)

• Successful candidates will be able to navigate, negotiate and accommodate the needs of a diverse community. Must be able to communicate effectively to a non-technical audience.

• Candidates can expect 1-3 hours of volunteer work per week.

VATEUR sucht Mitglied für das Regional Conflict Resolution Panel


VATSIM Europe Region is seeking a new member to join the Regional Conflict Resolution Panel. The role is clearly defined in Article III of the Code of Regulations, the relevant excerpt is enclosed below. Zitat von §3.10 Executive Committee –Regional Conflict Resolution Panel

Each Regional Director shall be required to create and empanel a board referred to as a Regional Conflict Resolution Panel. The Regional Conflict Resolution Panel shall consist of three (3) or five (5) members.


A. Qualifications: To be eligible for this position, an individual must meet all of the following qualifications:
1. The individual must be an active member in good standing of VATSIM.net; and
2. The individual must be an active member of the region in which the Regional Conflict Resolution Panel sits; and
3. The individual must have a VATSIM.net rating of Senior Controller or higher. However, the Regional Director of the particular region in which the Regional Conflict Resolution Panel sits may, in his or her sole discretion, waive the rating requirement and allow one of the members of the panel, where the panel is comprised of three individuals, or two of the members of the panel, where the panel is comprised of five individuals, to have a rating which is lower than senior controller. An individual for whom the rating qualification is waived, however, must still meet all other qualifications of this rule; and
4. The individual must not currently be a Divisional Conflict Resolution Manager; and
5. The individual must not currently be a member of the VATSIM.net Board of Governors. The Regional Director may be one of the members of the Regional Conflict Resolution Panel.


B. Powers: The Regional Conflict Resolution Panel shall hear and decide appeals of decisions made by Divisional Conflict Resolution Managers which are made by formally suspended or expelled members of VATSIM.net pursuant to the definitions, terms, powers and procedures set forth in Article VI. of this Code of Regulations.


C. Terms of Members of Regional Conflict Resolution Panel and Replacement Procedures: A Regional Director, in his or her sole discretion, may set limits on the terms that members of a Regional Conflict Resolution Panel may serve. The appointment and replacement procedures for members of a Regional Conflict Resolution Panel are left to the Regional Director in his or her sole discretion.

One of the main goals of VATSIM is to create an environment, which is fun and, at the same time, an educational and realistic simulation of procedures followed by pilots and air traffic controllers everyday around the world.

A very important aspect of what we do is welcoming new pilots and assisting them to get on and succeed in our virtual airspace and, at the forefront of this initiative is the Pilot Resource Centre

The Pilot Training Department has begun a project to modernize this area of the website. This will involve reinvigorating the excellent content that is already in place and, introduce new content that supports the training towards pilot ratings provided by ATOs.

To assist with this process, we are inviting applications from those who would like to volunteer some of their time to act as content authors. Perhaps you have some material already written that you’d be kind enough to donate or, have a great idea for an article. You may just wish to help us out in any way you can. We intend on completing the first stage of modernisation in English and later, expand it to include other-language translations. If you’d like to volunteer as a translator we would be very grateful to hear from you.

Please send in a short letter of interest to callum.mcloughlin@vatsim-uk.co.uk stating your main area of interest or if you have any pre-written articles you’d be kind enough to donate

All authors will be fully credited on the VATSIM.net website and you’ll be part of one of the most important and notable projects that the network has ongoing.
